Background: Tundra Dowmeia was a Quarren who became representative in the Galactic Republic’s Senate for the planet Mon Cala, homeworld of both the Quarren and Mon Calamari, in 22 BBY. Dowmeia replaced fellow Quarren Tikkes after he defected to the Confederacy of Independent Systems shortly after an attempt was made to assassinate Senator Padmé Amidala. Tikkes attempted to bring all of Mon Cala with him in his defection. Still, some Mon Calamari and Quarren instead reaffirmed their loyalty to the Republic and selected Dowmeia as the new Senator. Dowmeia entered office just in time to stand in a repulsorpod in the Galactic Senate Building on the Republic capital Coruscant, and witness Supreme Chancellor Sheev Palpatine announce the creation of a Grand Army of the Republic, which then engaged the Separatists in a battle on the planet Geonosis, beginning the Clone Wars.

By 20 BBY, the Mon Calamari Meena Tills had become the sole representative of Mon Cala in the Senate,[ with the Quarren and Mon Calamari struggling to maintain a fragile co-existence on their homeworld. After both Republic and Separatist envoys were sent to project their influence on the world, the planet’s King Yos Kolina was assassinated, causing civil war to break out. The Quarren Isolation League initially sided with the Separatists in the ensuing Battle of Mon Cala but ultimately fought alongside the Mon Calamari for the Republic, with their combined forces achieving victory. Following the settlement of the hostilities between the Quarren and Mon Calamari, Tills shared representation of Mon Cala with Dowmeia.

Dowmeia and Tills joined the Delegation of 2,000, a group of senators concerned with Palpatine’s growing power throughout the conflict. They wished for him to relinquish the emergency powers he had been granted. In 19 BBY, the Separatists launched a massive invasion of Coruscant and captured the Supreme Chancellor, whom the Jedi Anakin Skywalker and Obi-Wan Kenobi rescued. Following the battle, Dowmeia and Tills, as well as the Quarren’s aide Cellheim Anujo, were part of a group that greeted Palpatine as he was returned to the Senate Office Building in a Util-313 speeder bus. Waiting on the building’s landing platform, the reception moved toward Palpatine as he disembarked and followed him into the building. Dowmeia was later present at Coruscant’s. Galaxies Opera House[ in the company of a Twi’lek during a recital of Squid Lake, a Mon Calamari opera. Skywalker raced past the Quarren in one of the opera house’s corridors to see Palpatine.

Not long after the opera recital, the Clone Wars ended with the Separatists’ defeat and the Republic’s reformation into the Galactic Empire. Three years later, in 16 BBY, Mon Cala was defiant against the Empire, and negotiations were taking place between the world’s king, Lee-Char, and Imperial ambassador Telvar. With peace between the Quarren and Mon Calamari, Dowmeia also attended the negotiations in Dac City on Mon Cala’s surface and witnessed Lee-Char turn down a trade proposal that would have required Mon Cala to sell kelpite strand beams to the Empire at any quantity at a fraction of the market price. Telvar then left Dac City with the hope of later resuming negotiations but was killed in a shuttle explosion that the Empire then used to justify subjugating Mon Cala.
