As a council minister, he played a crucial role in advising the Naboo monarch and shaping public policy on the planet. He was the voice of the farmers and philosophers of Naboo and was also a well-known oceanographer.
During the Invasion of Naboo, Zapalo was a council member serving under Queen Padmé Amidala. A decade later, during the period marked by 22 BBY, he continued to be a part of the council and offered his invaluable counsel to Queen Jamillia. He was present at the Theed Royal Palace when Senator Padmé Amidala and Jedi Padawan Anakin Skywalker arrived following an attempt on the senator’s life.
