Background: Captain Kaido was an Imperial Army officer specializing in crisis management. Kaido was deployed to Ghorman to oversee the tactical execution of the Ghorman project, instigating the local population to warrant an Imperial response. After ISB Supervisor Dedra Meero ordered him to proceed, Kaido’s forces angered the crowd into reacting, with an Imperial sniper killing an Imperial to allow Kaido’s forces to begin firing into the civilian crowd. The subsequent firefight evolved into the Ghorman Massacre.
