In 4 BBY, along with fellow Ministry of Enlightenment official, Nisus Osar, Shambo attended a secret Imperial meeting at the Maltheen Divide. When introduced to the group by Director Orson Krennic, the pair boasted that they had control of the public image of the planet Ghorman. The public perceived the Ghor as troublesome, arrogant, and selfish after an Imperial naval inspector was allegedly killed on the planet, all of which Shambo and Osar took credit for.
